The Parish Council is a corporate body, an elected tier of local government, that has been granted powers by Parliament including the important authority to raise money through taxation, called the precept. The Council plays a vital part in representing the interests of the community it serves and improving the quality of life and the local environment. It acts as an advisory agency for planning matters, road safety and other functions of local government. The Parish Council is responsible on behalf of the Parish for the land owned by the Parish which includes the village green, the allotments and the recreation ground. The Parish Council has an annual budget of £5,820. £4,600 is raised from the Community Tax, and £1,220 from Mole Valley District Council. The audited accounts for 2010 2011. Leigh Parish Council comprises seven elected Councillors and a Clerk, all of whom are residents of Leigh. They meet once a month at 7.30pm at the Acorns Infant School on Wednesdays on even months (Jan, March etc) and Thursdays on odd months (Feb, Apr etc). In 2003 the Council initiated a Parish Appraisal which led, among many other initiatives to the creation of this Parish Web Site. In 2009 the Parish Council prepared the Leigh Emergency Plan based on Neighbourhood Watch Coordinators being the 'Wardens' for each area. Should an emergency require it, a headquarters would be established in the Village Hall where there is an 'Emergency Box' with plans and A to Z atlas of Surrey.
